To understand the concept of Venus Pluto connections, we first have to go back into the past for a moment.
In the early 80s a "new" approach of assessing major themes in a natal chart saw the light by the "invention" of the so-called "ZIP Code."
It was a method invented by Dr. Zipporah Dobyns (hence the name "ZIP Code") and further propagated by her daughter Maritha Pottenger, that made use of the so-called astrological alphabet.
The concept of the astrological alphabet is that astrology deals with twelve basic ways of being, twelve human drives and modes of operation that are all needed in this world.
These twelve sides of life are mirrored in the natal chart by a planet, a house and a sign.
So it is in the astrological alphabet that Mars, the 1st house and Aries all share the same principles (though they are NOT the same!).
Venus, the 2nd house and Taurus also share the same principles and this goes on for the other planets, signs and houses.
What the theory of the ZIP Code or astrological alphabet presents is that certain groups of planet/house/sign combinations share similar themes.
For example: Pluto in Libra or Pluto in the 7th house share the same principles. The 7th house is in mundane astrology a Libra house (whatever zodiac sign is on the cusp of the 7th house in the natal chart).
This system has been enhanced by German astrologers who developed their own system based on the same principles but they converted the signs and houses to their respective planetary rulers.
For example: Pluto in Libra becomes a Venus/Pluto theme because Venus always rules Libra. Pluto in the 7th house too becomes a Venus/Pluto theme because the 7th house is associated with Libra, which is ruled by Venus in mundane astrology.
Also, the ruler of the 8th house (in mundane astrology ruled by Pluto because Pluto rules Scorpio and Scorpio is always the 8th zodiac sign in the natural order of the zodiac) in the 2nd house (in mundane astrology ruled by Venus as the ruler of Taurus) is another Venus-Pluto analogy.
The more we find such analogies, themes or connections between two planets, the more this planetary combination becomes an important part of the natal chart and the life of the native.
To find out the connections or analogies between planets, we take especially into account:
Planets in houses are more important and powerful than the planets in the signs because they work on a more personal and individual level (we use the Topocentric house system which gives almost the same results as the Placidus house system).
When do we have Venus Pluto connections, themes or analogies?
In most cases, the following configurations are used (there are more though (!) but this would lead us too far and make it more complicated than necessary):
When at least three of the above listed analogies or connections can be found in the natal chart, we have a very powerful Venus Pluto connection or analogy that will be felt and noticed in the character and life of the native.
What do Venus Pluto connections signify?
Venus Pluto connections or analogies are associated with passion in all its colors. It's closely linked with some inner enthusiasm too.
People who have this Venus Pluto connection or analogy strong in their natal chart very easily feel guilty about their relationship(s).
They feel some inadequacy in this field for whatever reason.
Especially when there are lots of these analogies or an extremely tight aspect, the basic issue that this connection represents is one of a huge (extreme) fear to be alone or to lose someone (a beloved one).
Empirical research has shown that this connection is often found in natal charts of people who try to identify with "the other", the partner, in a very (often overly) idealistic way.
Sooner or later they realize that "the other", the partner was not that interesting after all and face a conflict between their ideals and reality.
The underlying psychological meaning of this behavior has to do with a lack of stamina and character of the mother of the native which brought about lots of deception into the native's life.
The mother tries to unconsciously imprint fear into the native's life to mask her own weakness.
The native subconsciously responds by looking for other ideals (in the partner or in "other people").
It has to be told that Venus Pluto connections have more downsides than positive sides.
Above average, people with strong Venus Pluto connections may experience skin problems related to the fear of losing someone or after a real separation from a beloved one (or animal!).
This proves that emotional issues cause physical changes to be healed by becoming conscious/aware about the separation (the "emotional conflict").
The skin issues should then resolve "automatically."
In relationships, especially in love unions, it brings a huge need to "have" someone, to almost possess someone.
There is an excessive attachment resulting in the impossibility to let "the other", the partner or a beloved one, go.
This behavior may become detrimental for the native because, even if (s)he ackowledges that (s)he has the wrong partner, (s)he cannot separate without severe emotional pain.
The relationship seems to be cast in reinforced concrete. People with strong Venus Pluto connections emotionally stick to "the other", a partner or beloved one in a detrimental (self-destructive) way.

No doubt this configuration is one of the most difficult, tragic and detrimental ones in love relationships!
It's the inner passion that eats one away...
Because Pluto is an emotional body (it rules a water sign!), it is related to subconscious primal fears.
The native subconsciously fears to be helpless and alone in this world and compensates this fear by holding on to someone.
Moreover, the parents (or one of the parents) use(d) fear to make sure the native submitted to them and stayed with and followed them, for the sake of "love."
In some instances this results in submissive and stereotypical (predictive) behavior of the native, to comply with "the other's" desires and to counteract "the unknown" which may increase or ignite yet more fear.
People with a strong Venus Pluto connection want to feel (and be!) part of a (closed) group (be it a family or a social group).
They want to feel valuable and need a position in the group. In many many ways, they will stick to the group "till the bitter end."
Often, the life of Venus Pluto people has tragedy in it (the Pluto factor if you wish) because they are not flexible enough to jump ship or take another route. They stick with the same routine to the end, even if it will harm or hurt them.
Venus represents money and material goods (as the ruler of the fixed earth sign Taurus) and that's why you can find so much people having this connection almost obsessed with money or diets.
Women with this connection are shopaholics and obessively spend lots of money for food/diet and/or clothes.
Another issue with Venus Pluto connections is a love (= Venus) hate (= Pluto) relationship with "the other", the partner or a beloved one.
Jealousy may be a major issue and the reason why control is a compulsive desire of Venus Pluto natives.
It's just another way of downgrading feelings of fear. Also, women tend to need more sexual experiences than men.
In many instances, periods of obsessive sexual feelings and needs alternate with long periods of abstinence.
